Victorino Bernal is a Director at Frontera Capital LLC. He has over 10 years experience advising both private sector and governmental agencies in Puerto Rico, Spain and Angola. He specializes in developing and implementing strategic initiatives in organizations that lead to systemic change and enhanced outcomes by providing best-in-class functions, operational models, processes, detailed structures, workflows, governance and performance metrics.

His prior experience includes leading the implementation team for the commonwealth of Puerto Rico for the Financial Oversight and Management Board (FOMB) for Puerto Rico and assisting in developing the Certified fiscal Plan for the Puerto Rico Industrial Development Corporation (PRIDCO). Mr. Bernal also provided in-depth expertise in operational efficiencies for government agencies such as Department of Economic Development and Commerce as well as the Puerto Rico Police Department. He has significant experience recommending meaningful initiatives and solutions that aid governmental agencies in achieving fiscal responsibility, significant savings and a better use of resources and personnel.

Mr. Bernal has a Masters in International Business from SKEMA Business School in France and a B. A. in International Relations from Vesalius College in Brussels, Belgium. He has continued education certificates in Value Investing from Columbia University and Business, Political Economy and International Relations from the London School of Economics and Political Science. He is fluent in Spanish, French and Portuguese. Currently, he resides in San Juan, Puerto Rico.
